We do not track every byte of information downloaded. The overhead to do so would greatly affect performance. Available bandwidth usage information is updated when a connection is terminated. When you start a new connection, the server checks to see if you have available bandwidth before accepting the connection. Since available bandwidth is only updated at the end of a connection, it is possible to go over your download limit.
